• A Certificate of Authenticity (COA) sticker is NOT a Windows License. Just because a computer comes with a COA, it is not legally usable nor does it entitle the buyer's use. Most legitimate refurbished computers will have two (2) COA's including the NEW COA bearing the name of the Microsoft Authorized Refurbisher as well as the old original COA.
• A copy of a Windows CD, a non-original "restore" CD, or a CD that says "for distribution with a new PC", may not be legal or legitimate.
• Many sellers advertise and make false claims that what they sell is legal and compliant when in reality it is NOT.
• The only way to be sure that you are getting a legally licensed copy of Microsoft Windows on a refurbished computer is to buy it from an original manufacturer like Dell or from a Microsoft Authorized Refurbisher like 199 Computer Store. You must receive a New, Genuine, and Original copy of Windows as well as a New Certificate of Authenticity.
